Housing Programs Basic Guidelines & Criteria

All programs serve South Lane County (Cottage Grove, Creswell and the surrounding area) except for OREDAP from our agency which serves South Lane County as a priority but ultimately serves all of Lane County.

Each program we offer may or may not have funds available – getting on a waitlist is not a guarantee of assistance.

Beginning August 1, 2025 – our waitlist is changing: Our waitlist will serve households with EHA, ERA, HTBA and OREDAP programs. HSP funds are by referral from our local DHS office. We will put eligible households on a Lane County wait list for OREDAP assistance from our waitlist. All are served first come, first served on OUR waitlist – the County waitlist for OREDAP is also weighted by client need. Going forward, our waitlist will remain open and we will keep applicants on that list for 3 MONTHS. If an applicant was not served within 3 months because a program they were eligible for did not have funding available, they will need to get on our waitlist again.

Community Sharing’s current housing programs:

EHA

  • NO direct services available at this time.
  • 80% or below AMI.
  • Literally homeless, unstably housed, Fleeing DV, imminent risk of homelessness.
  • Eligible expenses – deposit, rent, arrears, fees.

ERA

  • One member of household is 58 or older.
  • 50% or below AMI.
  • Imminent risk of homelessness & unstably housed.
  • Generally, one-month assistance.

HSP

  • 185% FPL or below.
  • Literally homeless, unstably housed, imminent risk of homelessness, Fleeing DV.
  • MUST be receiving TANF cash assistance.
  • MUST be an ODHS referral.
  • Eligible expenses – deposit, rent, arrears, fees.
  • Case management required.

HTBA Rent Subsidy

  • CSP manages up to 15 households at a time.
  • Applications are accepted on a rolling basis.
  • If no slots available, applicants get added to a waitlist. Tenant selection is required when using the waitlist, (1, fleeing DV. 2, Imminent risk. 3, HH has a minor 17 and under. 4, HH has a disability).
  • 60% or below AMI, with 10% of applicants being at 80% AMI or below.
  • Fleeing DV, imminent risk of homelessness, literally homeless, unstably housed.
  • Lane County contract required (12-month minimum).
  • Case management required.

HTBA Deposit only –

  • Exact same qualifications as HTBA rent (60% AMI, same paperwork/application).
  • Can do up to 5 applications per month for all HTBA.
  • Refundable deposit is up to 2X the rent ONLY.
  • Inspection required.
  • Lane County contract required (can be month-to-month).
  • Fleeing DV, imminent risk of homelessness, literally homeless, unstably housed.
  • Case management not required.

OREDAP

  • Waitlist through Lane County.
  • Lane County assigns referrals/applications to agencies.
  • 80% AMI or below.
  • MUST have a 10-day/30-day notice to pay, OR court summons.
  • If couch surfer, must have letter/notice from person saying they can’t be there anymore.
  • Imminent risk of homelessness.
  • Arrears, fees, and possibly one month forward.
  • Case management not required.
